Sec. 102. Notwithstanding section 11 of the Commodity Credit Corporation Charter Act (15 U.S.C. 714i), an additional $28,000,000 shall be provided through the Commodity Credit Corporation in fiscal year 1999 for technical assistance activities performed by any agency of the Department of Agriculture in carrying out the Conservation Reserve Program or the Wetlands Reserve Program funded by the Commodity Credit Corporation: Provided, That an additional $35,000,000 shall be provided through the Commodity Credit Corporation on October 1, 1999, for technical assistance activities performed by any agency of the Department of Agriculture 113 STAT. 62 in carrying out the Conservation Reserve Program or the Wetlands Reserve Program funded by the Commodity Credit Corporation: Provided further, That the entire amounts shall be available only to the extent an official budget request, that includes designation of the entire amounts of the request as emergency requirements as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is transmitted by the President to the Congress: Provided further, That the entire amounts are designated by the Congress as emergency requirements pursuant to section 251(b)(2)(A) of such Act.
