SEC 104. AUTHORIZATION OF APPROPRIATIONS.For the purpose of making grants under section 101, there are authorized to be appropriated $10,000,000 for fiscal year 1989, $12,000,000 for fiscal year 1990, and $15,000,000 for fiscal year 1991.
