SEC. 102. AMENDMENT TO SECTION 2 OF THE ENERGY POLICY AND CONSERVATION ACT. Section 2 of the Energy Policy and Conservation Act (42 U.S.C. 6201) is amended— (1) in paragraph (1) by striking “standby” and subject to congressional review, to impose rationing, to reduce demand for energy through the implementation of energy conservation plans, and”; and (2) by striking paragraphs (3) and (6).
