SEC. 311. COTTON FUTURES. Subsection (d)(2) of the United States Cotton Futures Act (7 U.S.C. 15b(d)(2)) is amended by adding at the end the following: “A person complying with the preceding sentence shall not be liable for any loss or damage arising or resulting from such compliance.”.
