PARTICIPATION IN FEDERAL PROCUREMENT.

SEC. 502. PARTICIPATION IN FEDERAL PROCUREMENT. (a) Government-Wide Participation Goals.— Section 15(g)(1) of the Small Business Act (15 U.S.C. 644(g)(1)) is amended— (1) in the first sentence, by inserting “small business concerns owned and controlled by service disabled veterans,” after “small business concerns,” the first place it appears; (2) by inserting after the second sentence, the following: “The Government-wide goal for participation by small business concerns owned and controlled by service-disabled veterans shall be established at not less than 3 percent of the total value of all prime contract and subcontract awards for each fiscal year.”; and (3) in the second to last sentence, by inserting “small business concerns owned and controlled by service-disabled veterans,” after “small business concerns,” the first place it appears. 113 STAT. 248 (b) Agency Participation Goals.— Section 15 of the Small Business Act (15 U.S.C. 644(g)(2)) is amended— (1) in the first sentence, by inserting “by small business concerns owned and controlled by service-disabled veterans,” after “small business concerns,”; the first place it appears; (2) in the second sentence, by inserting “small business concerns owned and controlled by service-disabled veterans,” after “small business concerns,” the first place it appears; and (3) in the fourth sentence, by inserting “small business concerns owned and controlled by service-disabled veterans, by” after “including participation by”.
