SEC. 410. DESTIN-NORIEGA POINT, FLORIDA. The Secretary shall conduct a study to determine the feasibility of— (1) restoring Noriega Point, Florida, to serve as a breakwater for Destin Harbor; and (2) including Noriega Point as part of the East Pass, Florida, navigation project.
