SEC. 449. GRAND LAKE, OKLAHOMA. (a) Evaluation.—The Secretary shall— (1) evaluate the backwater effects specifically due to flood control operations on land around Grand Lake, Oklahoma; and (2) transmit, not later than 180 days after the date of enactment of this Act, to Congress a report on whether Federal actions have been a significant cause of the backwater effects. (b) Feasibility Study.— (1) In general.—The Secretary shall conduct a study to determine the feasibility of— (A) addressing the backwater effects of the operation of the Pensacola Dam, Grand/Neosho River basin, Oklahoma; and (B) purchasing easements for any land that has been adversely affected by backwater flooding in the Grand/Neosho River basin. (2) Cost sharing.—If the Secretary determines under subsection (a)(2) that Federal actions have been a significant cause of the backwater effects, the Federal share of the costs of the feasibility study under paragraph (1) shall be 100 percent.
