SEC. 305. HIGH SEAS FISHING COMPLIANCE ACT OF 1995. Section 103(4) of the High Seas Fishing Compliance Act of 1995 (16 U.S.C. 5502(4)) is amended by inserting “or subject to the jurisdiction of the United States” after “United States”.
