STATEMENT OF POLICIES.

SECTION 1. STATEMENT OF POLICIES. The Congress— (1) supports the United States efforts, consistent with section 119(g) of the Foreign Assistance Act of 1961, to initiate discussions to develop an international agreement to preserve biological diversity; and (2) calls upon the President to continue exerting United States leadership in order to achieve the earliest possible negotiation of an international convention to conserve the Earth’s biological diversity, including the protection of a representative system of ecosystems adequate to conserve biological diversity.
