SEC. 710. EFFECTIVE DATE; SUNSET. (a) Effective Date.— This title shall take effect on the date that is 120 days after the date of the enactment of this Act. (b) Sunset.— The provisions of this title shall expire 4 years after the date of the enactment of this Act, unless reauthorized by statute.
