SEC. 202. TECHNICAL. Subsection (b) of section 8 of the Small Business Act (15 U.S.C. 637(b)) is amended by— (1) striking out “and” at the end of paragraph (14); (2) striking out “public.” at the end of paragraph (15) and inserting in lieu thereof “public; and”; and (3) by adding the following new paragraph: (16) to make studies of matters materially affecting the competitive strength of small business, and of the effect on small business of Federal laws, programs, and regulations, and to make recommendations to the appropriate Federal agency or agencies for the adjustment of such programs and regulations to the needs of small business.”.
