CONGRESSIONAL BUDGET OFFICE Salaries and Expenses For salaries and expenses necessary to carry out the provisions of the Congressional Budget Act of 1974 (Public Law 93–344), including not more than $2,500 to be expended on the certification of the Director of the Congressional Budget Office in connection with official representation and reception expenses, $26,221,000: Provided, That no part of such amount may be used for the purchase or hire of a passenger motor vehicle. Administrative Provision Sec. 106. (a) The Director of the Congressional Budget Office shall have the authority to make lump-sum payments to enhance staff recruitment and to reward exceptional performance by an employee or a group of employees. (b) Subsection (a) shall apply with respect to fiscal years beginning after September 30, 1999.113 STAT. 419
