SEC. 1709. FUNDS FOR FISCAL YEAR 2000. Of the amount authorized to be appropriated by section 301 for operation and maintenance for fiscal year 2000, $3,000,000 shall be available for purposes of carrying out the Troops-to-Teachers Program.
