SEC. 1017. TRANSFER OF NAVAL VESSEL TO FOREIGN COUNTRY. (a) Transfer to Thailand.—The Secretary of the Navy is authorized to transfer to the Government of Thailand the CYCLONE class coastal patrol craft CYCLONE (PC1) or a craft with a similar hull. The transfer shall be made on a sale, lease, lease/buy, or grant basis under section 516 of the Foreign Assistance Act of 1961 (22 U.S.C. 2321j). (b) Costs.—Any expense incurred by the United States in connection with the transfer authorized by subsection (a) shall be charged to the Government of Thailand. (c) Repair and Refurbishment in United States Shipyard.—To the maximum extent practicable, the Secretary of the Navy shall require, as a condition of the transfer of the vessel to the Government of Thailand under this section, that the Government of Thailand have such repair or refurbishment of the vessel as is needed, before the vessel joins the naval forces of that country, performed at a United States naval shipyard or other shipyard located in the United States. (d) Expiration of Authority.—The authority to transfer a vessel under subsection (a) shall expire at the end of the two-year period beginning on the date of the enactment of this Act.
