Sec. 331. Notwithstanding any other provision of law, funds made available under this Act, and any prior year unobligated 113 STAT. 1022funds, for the Charleston, South Carolina Monobeam Corridor Project shall be transferred to and administered under the Transit Planning and Research account, subject to such terms and conditions as the Secretary deems appropriate.
