Sec. 427. Law Enforcement Agencies Not Included as Owner or Operator. Section 101(20)(D) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (42 U.S.C. 9601(20)(D)) is amended by inserting “through seizure 113 STAT. 1096or otherwise in connection with law enforcement activity” before “involuntary” the first place it appears.
