Sec. 703. Not less than $1,500,000 of the appropriations of the Department of Agriculture in this Act for research and service 113 STAT. 1161work authorized by the Acts of August 14, 1946, and July 28, 1954 (7 U.S.C. 427 and 1621–1629), and by chapter 63 of title 31, United States Code, shall be available for contracting in accordance with said Acts and chapter.
