SEC. 354. COMPTROLLER GENERAL STUDY OF ADEQUACY OF COMPENSATION PROVIDED FOR TEACHERS IN THE DEPARTMENT OF DEFENSE OVERSEAS DEPENDENTS’ SCHOOLS. (a) GAO Study Required.—The Comptroller General shall carry out a study of the adequacy of the pay and other elements of the compensation provided for teachers in the defense dependents’ education system established under the Defense Dependents’ Education Act of 1978 (20 U.S.C. 921 et seq.). (b) Specific Considerations.—In carrying out the study, the Comptroller General shall consider the following issues: (1) Whether the compensation is adequate for recruiting and retaining high quality teachers. (2) Whether any revision of the Defense Department Overseas Teachers Pay and Personnel Practices Act (20 U.S.C. 901et seq.) or the regulations under that Act is advisable to address any problems identified with respect to the recruitment and retention of high quality teachers or for other purposes. (c) Report.—Not later than May 1, 2002, the Comptroller General shall submit to Congress a report containing the results of the study, including— (1) the Comptroller General’s conclusions on the issues considered; and (2) any recommendations for actions that the Comptroller General considers appropriate.
