SEC. 525. REQUIREMENT FOR SELECTION FOR JOINT SPECIALTY BEFORE PROMOTION TO GENERAL OR FLAG OFFICER GRADE. (a) Requirement.—Subsection (a) of section 619a of title 10, United States Code, is amended by striking “unless” and all that follows and inserting “unless— “(1) the officer has completed a full tour of duty in a joint duty assignment (as described in section 664(f) of this title); and “(2) for appointments after September 30, 2007, the officer has been selected for the joint specialty in accordance with section 661 of this title.”. (b) Waiver Authority.—Subsection (b) of that section is amended by striking “may waive subsection (a) in the following circumstances:” and inserting “may waive paragraph (1) or paragraph (2) of subsection (a), or both paragraphs (1) and (2) of subsection (a), in the following circumstances:”. (c) Proposed Legislative Changes.—Not later than December 1, 2002, the Secretary of Defense shall submit to Congress a draft proposal for such legislative changes as the Secretary considers needed to implement the amendment made by subsections (a) and (b).
