SEC. 307. PIPELINE SAFETY INSTRUCTORS. To the extent and in such amounts as are provided in advance by appropriation Acts, the Secretary of Transportation shall increase by not less than 2 the number of instructors of pipeline safety at the Transportation Safety Institute of the Department of Transportation.
