SEC. 203. STATE ENFORCEMENT. Section 205(a)(3) of the Hazardous Liquid Pipeline Safety Act of 1979 (49 U.S.C. App. 2004(a)(3)) is amended by inserting “through means which include inspections conducted by State employees who meet qualifications established by the Secretary under subsection (d)” after “each such standard”.
