SEC. 105. FEDERAL-STATE COOPERATION IN CASE OF ACCIDENT. Section 9 of the Natural Gas Pipeline Safety Act of 1968 (49 U.S.C. App. 1676) is amended— (1) by inserting “(a) General Rule.—” before “Whenever”; and (2) by adding at the end the following new subsection: “(b) Coordination Procedures.— Not later than 1 year after the date of the enactment of this subsection, the Secretary, after consultation with appropriate State officials, shall establish procedures to promote more effective coordination between the agencies of the United States and of the States with regulatory authority over pipeline facilities with respect to responses to pipeline accidents.”.
