SEC. 219. TRAINING IN ADVANCED MANUFACTURING TECHNOLOGIES (a) Funds for Purchase and Installation of Equipment.—Of the funds appropriated pursuant to section 201, not more than $31,000,000 ($25,000,000) of the amount appropriated for fiscal year 1988, and not more than $31,000,000 of the amount appropriated for 101 STAT. 1054 fiscal year 1989, may be obligated for the purchase of high technology manufacturing equipment and the installation of such equipment in a private, nonprofit center for advanced technologies for the purpose of training, in a production facility, machine tool operators in skills critical to the defense technology base to build, operate, and maintain such equipment. (b) Requirements.—Funds may not be obligated for the purpose described in subsection (a) until— (1) the Secretary of Defense, the Secretary of Commerce, the Secretary of Labor, and the Secretary of Education enter into a memorandum of understanding concerning the participation of their respective departments in a project to demonstrate the training of machine technicians in a production facility; (2) the Secretary of Defense approves the obligation of such funds for such purpose; and (3) a period of 60 days elapses after the Secretary of Defense submits to the Committees on Armed Services of the Senate and the House of Representatives a report that sets forth a detailed explanation of proposed Federal expenditures, a description of the cost-sharing arrangements between the Government agencies concerned and the private sector, and a description of how the proposed program furthers the industrial and technological goals of the Department of Defense.
