SEC. 1071. TITLE 5 OF THE UNITED STATES CODE. (a) Compensation.—Section 5314 of title 5, United States Code, is amended by adding at the end the following: “Under Secretary of Education”. (b) Effective Date.—This section shall take effect on the first day of the first pay period on or after the date of enactment of this Act.
