SEC. 603. EFFECTIVE DATE. Except as provided in sections 616(a)(2), 633(b), and 634(b), this title and the amendments made by this title shall take effect or are deemed to have taken effect, as appropriate, on the earlier of— (1) the date of the enactment of this title; or (2) September 30, 2001.
