Sec. 103. When the President submits a budget of the United States Government under section 1105(a) of title 31, United States Code, for fiscal year 2003, he shall submit a report to the Congress that identifies any emergency-designated funding (pursuant to section 251(b)(2)(A) or section 252(e) of the Balanced Budget and Emergency Deficit Control Act of 1985) in legislation enacted after September 11, 2001, and before such submission in response to the events of September 11, 2001, that is of an ongoing and recurring nature.115 STAT. 2343
