desalination report Sec. 116. The Office of Science and Technology Policy shall prepare and submit a report to the Congress not later than December 1, 1988, on desalination research and technology. The report shall— (1) describe the state of desalination research and technology being conducted by agencies of the Federal Government; (2) recommend an agency of the Federal Government to be the lead agency on desalination research and technology; (3) recommend ways to spur research and technology to decrease the cost of desalination; and (4) recommend how desalination research and technology can be used as a component of the foreign assistance program of the United States.
