Sec. 903. (a) Chapter 9 of the Emergency Supplemental Act, 2002 (Public Law 107-117; 115 Stat. 2315), is amended— (1) in section 903(a), by striking “buildings and facilities” and insert “buildings and facilities, subject to the availability of appropriations,”. (b) Section 9 of the Act of July 31, 1946 (40 U.S.C. 212a), is amended by redesignating the subsection (b) added by section 903(c)(2) of the Emergency Supplemental Act, 2002, as subsection (c). (c) The amendment made by this section shall take effect as if included in the enactment of the Emergency Supplemental Act, 2002.
