SEC. 2202. DRUG AND SUBSTANCE ABUSE TREATMENT, PREVENTION, EDUCATION, AND RESEARCH STUDY. (a) In General.—Not later than 180 days after the date of enactment of this Act, the President, after consultation with the Attorney General, Secretary of Health and Human Services, Secretary of Education, and other appropriate Federal officers, shall— (1) conduct a thorough review of all Federal drug and substance abuse treatment, prevention, education, and research programs; and (2) make such recommendations to Congress as the President may judge necessary and expedient to streamline, consolidate, coordinate, simplify, and more effectively conduct and deliver drug and substance abuse treatment, prevention, and education. (b) Report to Congress.—The report to Congress shall— (1) contain a survey of all Federal drug and substance abuse treatment, prevention, education, and research programs; (2) indicate the legal authority for each program, the amount of funding in the last 2 fiscal years for each program, and a brief description of the program; and 116 STAT. 1794 (3) identify authorized programs that were not funded in fiscal year 2002 or 2003.
