SEC. 405. ADMINISTRATION. Section 375 (42 U.S.C. 274c) is amended— (1) in the matter preceding paragraph (1), by striking “1985, 1986, 1987, and 1988,” and inserting “1985 through 1990,”; and (2) in paragraph (4), by striking “one year” and all that follows through “annual report” and inserting the following: “not later than April 1 of each of the years 1989 and 1990, submit to the Congress a report”.
