SEC. 116. APPOINTMENT AND AUTHORITY OF THE DIRECTORS. Section 405 (42 U.S.C. 284) is amended— (1) in subsection (b), in the matter preceding subparagraph (a) of paragraph (1), by striking “the human diseases” and inserting “human diseases”; and (2) in subsection (c)— (A) by amending paragraph (3) to read as follows: “(3) may, in consultation with the advisory council for the Institute and the approval of the Director of NIH, establish technical and scientific peer review groups in addition to those established under section 402(b)(6), and”; (B) by striking “and” at the end of paragraph (2); and (C) by adding at the end the following new paragraph: “(4) may publish, or arrange for the publication of, information with respect to the purpose of the Institute without regard to section 501 of title 44, United States Code.”.
