SEC. 127. RESOURCES PROGRAM. Section 421 (42 U.S.C. 285b–3) is amended— (1) in subsection (a)(1)(D), by inserting “and rehabilitation from” after “treatment of”; and (2) in subsection (b), by striking out “, after approval of” in paragraph (1) and inserting “after consultation with”;
