SEC. 151. NATIONAL RESEARCH SERVICE AWARDS. Section 487(d) (42 U.S.C. 288(d)) is amended— 102 STAT. 3059 (1) in the matter preceding paragraph (1), by amending the first sentence to read as follows: “For the purpose of making payments under National Research Service Awards and under grants for such Awards, there are authorized to be appropriated $300,000,000 for fiscal year 1989 and such sums as may be necessary for fiscal year 1990.”; and (2) in paragraph (3), by inserting after “made available” the first place it appears the following: “to the Secretary, acting through the Administrator of the Health Resources and Services Administration,”.
