SEC. 422. TEMPORARY CERTIFICATES OF DOCUMENTATION FOR RECREATIONAL VESSELS. (a) Section 12103(a) of title 46, United States Code, is amended by inserting “, or a temporary certificate of documentation,” after “certificate of documentation”. (b)(1) Chapter 121 of title 46, United States Code, is amended by adding after section 12103 the following: “§ 12103a. Issuance of temporary certificate of documentation by third parties “(a) The Secretary of the department in which the Coast Guard is operating may delegate, subject to the supervision and control of the Secretary and under terms set out by regulation, to private entities determined and certified by the Secretary to be qualified, the authority to issue a temporary certificate of documentation for a recreational vessel if the applicant for the certificate of documentation meets the requirements set out in sections 12102 and 12103 of this chapter. “(b) A temporary certificate of documentation issued under section 12103(a) and subsection (a) of this section is valid for up to 30 days from issuance”. (2) The table of sections for chapter 121 of title 46, United States Code, is amended by inserting after the item relating to section 12103 the following: “12103a. Issuance of temporary certificate of documentation by third parties.”.
