SEC. 311. ENHANCEMENT OF AUTHORITY ON COOPERATIVE AGREEMENTS FOR ENVIRONMENTAL PURPOSES. Section 2701(d) of title 10, United States Code, is amended— (1) in paragraph (1), by striking “paragraph (2)” and inserting “paragraph (3)”; (2) by redesignating paragraphs (2) and (3) as paragraphs (3) and (4), respectively; and (3) by inserting after paragraph (1) the following new paragraph (2): “(2) Cross-Fiscal Year Agreements.—An agreement with an agency under paragraph (1) may be for a period that begins in one fiscal year and ends in another fiscal year so long as the period of the agreement does not exceed two years.”.
