Sec. 309. Section 5596(a) of title 5, U.S.C., is amended by deleting “and” at the end of paragraph (4); by deleting the period at the end of paragraph (5) and inserting a semicolon, and by adding the following new paragraphs, which shall be effective for all personnel actions taken on or after the date of enactment of this Act: “(6) the Architect of the Capitol, including employees of the United States Senate Restaurants; and “(7) the United States Botanic Garden.”.
