Sec. 203. Appropriated funds received by the Library of Congress from other Federal agencies to cover general and administrative overhead costs generated by performing reimbursable work for other agencies under the authority of sections 1535 and 1536 115 STAT. 587 of title 31, United States Code, shall not be used to employ more than 65 employees and may be expended or obligated— (1) in the case of a reimbursement, only to such extent r in such amounts as are provided in appropriations Acts; or (2) in the case of an advance payment, only— (A) to pay for such general or administrative overhead costs as are attributable to the work performed for such agency; or (B) to such extent or in such amounts as are provided in appropriations Acts, with respect to any purpose not allowable under subparagraph (A).
