Sec. 209. (a) The Secretary of Commerce shall present with the fiscal year 2003 budget request a detailed description of all projects, programs, and activities to be funded from the “Working Capital Fund” and the “Advances and Reimbursements” account. (b) The “Working Capital Fund” and “Advances and Reimbursements” account shall be subject to section 605 of this Act beginning in fiscal year 2003.
