SEC. 403. PRESERVATION OF AUTHORIZATION OF APPROPRIATIONS. The Act of August 4, 1919, ch. 31, 41 Stat. 272, as amended by section 4 of Public Law 87–294, 75 Stat. 627 (codified in part in 20 U.S.C. 101) is further amended by striking “in addition to the permanent appropriation of $10,000 made in the Act entitled ‘An Act to promote the education of the blind’, approved March 3, 1879, as amended”.
