(TRANSFER OF FUNDS)Sec. 1313. As of October 31, 2003, all balances of funds remaining in the “Defense Emergency Response Fund” shall be transferred to, and merged with, the “Iraq Freedom Fund”, and shall be available for the same purposes, and under the same terms and conditions, as funds appropriated to the “Iraq Freedom Fund” in this chapter.
