BILATERAL ECONOMIC ASSISTANCE FUNDS APPROPRIATED TO THE PRESIDENT United States Agency for International Development CHILD SURVIVAL AND HEALTH PROGRAMS FUND For an additional amount for “Child Survival and Health Programs Fund”, $90,000,000, to remain available until September 30, 2004.117 STAT. 573 International Disaster Assistance For an additional amount for “International Disaster Assistance”, $143,800,000, to remain available until expended: Provided, That amounts made available pursuant to section 492(b) of the Foreign Assistance Act of 1961 for the purpose of addressing relief and rehabilitation needs in Iraq, prior to enactment of this Act, shall be in addition to the amount that may be obligated in any fiscal year under that section: Provided further, That during the remainder of fiscal year 2003 the authority referenced in the preceding proviso may not be utilized unless written notice has been provided to the Committees on Appropriations not less than 5 days prior to the exercise of such authority. Operating Expenses of the United States Agency for International Development For an additional amount for “Operating Expenses of the United States Agency for International Development”, $24,500,000, of which not less than $3,500,000 may be transferred to and merged with “Operating Expenses of the United States Agency for International Development Office of Inspector General” for financial and program audits of the Iraq Relief and Reconstruction Fund and other assistance for Iraq.
