ESTABLISHMENT OF PANEL.
SEC. 501. ESTABLISHMENT OF PANEL.(a) Establishment.—There is established a panel to review sexual misconduct allegations at the United States Air Force Academy.(b) Composition.—The panel shall be composed of seven members, appointed by the Secretary of Defense from among private United States citizens who have expertise in behavioral and psychological sciences and standards and practices relating to proper treatment of sexual assault victims (to include their medical and legal rights and needs), as well as the United States military academies.(c) Chairman.—The Secretary of Defense shall, in consultation with the Chairmen of the Committees on Armed Services of the Senate and House of Representatives, select the Chairman of the panel from among its members under subsection (b).(d) Period of Appointment; Vacancies.—Members shall be appointed for the life of the panel. Any vacancy in the panel shall be filled in the same manner as the original appointment.(e) Meetings.—The panel shall meet at the call of the Chairman.(f) Initial Organization Requirements.—(1) All original appointments to the panel shall be made not later than May 1, 2003.(2) The Chairman shall convene the first meeting of the panel not later than May 8, 2003.
