SEC. 3123. STUDY AND REPORT RELATING TO WEAPONS-GRADE URANIUM AND PLUTONIUM OF THE INDEPENDENT STATES OF THE FORMER SOVIET UNION.(a) Study Required.—The Secretary of Energy shall carry out a study on the feasibility, costs, and benefits of—(1) purchasing, from the independent states of the former Soviet Union, weapons-grade uranium and plutonium excess to the defense needs of those states; and(2) safeguarding the uranium and plutonium so purchased until rendered unusable for nuclear weapons.(b) Report.—Not later than one year after the date of the enactment of this Act, the Secretary shall submit to Congress a report on the results of the study required by subsection (a).
