SEC. 820. INTERNATIONAL AIR TRANSPORTATION. It is the sense of Congress that, in an effort to modernize its regulations, the Department of Transportation should formally define “Fifth Freedom” and “Seventh Freedom” consistently for both scheduled and charter passenger and cargo traffic.
