Notwithstanding any other provision of law, the costs of construction of terminal and hangar buildings are allowable for an airport development project at Somerset-Pulaski County Airport-J.T. Wilson Field, Kentucky, and at Pryor Field Regional Airport, Decatur, Alabama, under chapter 471 of title 49, United States Code.118 STAT. 285
