Sec. 423. Section 106(d) of the Housing and Community Development Act of 1974 (42 U.S.C. 5306(d)) is amended—(1) in paragraph (3)(A), by striking “shall not exceed 2 percent” and inserting “shall not, subject to paragraph (6), exceed 3 percent”;(2) in paragraph (5), by striking “not to exceed 1 percent” and inserting “subject to paragraph (6), not to exceed 3 percent”;(3) by redesignating the second paragraph (5) and paragraph (6) as paragraphs (7) and (8), respectively; and(4) by inserting after paragraph (5) the following:“(6) Of the amounts received under paragraph (1), the State may deduct not more than an aggregate total of 3 percent of such amounts for—“(A) administrative expenses under paragraph (3)(A); and“(B) technical assistance under paragraph (5).”.
