Sec. 141. Effective as of November 18, 2003, section 9 of Public Law 100–692 (102 Stat. 4556; 16 U.S.C. 461 note.) is amended to read as follows:“SEC. 9. TERMINATION OF COMMISSION. “The Commission shall terminate on November 18, 2007.” .
