CONSTRUCTION AND ENHANCEMENT PROJECTS.
SEC. 502. CONSTRUCTION AND ENHANCEMENT PROJECTS. (a) In General.— Within the Kilauea Point National Wildlife Refuge (upon acquisition of the lands described in section 501), the Secretary of the Interior may— (1) construct and maintain access foot trails, including pedestrian viewing trails, to provide for public access; (2) construct an access road for these lands to facilitate law enforcement and ensure public safety; (3) acquire, or construct, and maintain a fence to provide for wildlife protection; (4) conduct native plant restoration and wildlife enhancement activities; and (5) establish a recreation area in the vicinity of Kahili Bay. (b) Construction Requirement.— Trails and access roads constructed under this section shall be constructed in a manner consistent with preserving the wild and scenic beauty of the wildlife refuge.
