SEC. 401. INCENTIVES. (a) In General.—Section 403 of the Public Works and Economic Development Act of 1965 (42 U.S.C. 3173) is repealed. 118 STAT. 1768(b) Conforming Amendment.—The table of contents in section 1(b) of the Public Works and Economic Development Act of 1965 (42 U.S.C. 3121 note) is amended by striking the item relating to section 403.
