SEC. 103. ESTABLISHMENT OF ECONOMIC DEVELOPMENT PARTNERSHIPS. Section 101 of the Public Works and Economic Development Act of 1965 (42 U.S.C. 3131) is amended—(1) in subsection (b), by striking “and multi-State regional organizations” and inserting “multi-State regional organizations, and nonprofit organizations”; and (2) in subsection (d)(1), by striking “adjoining” each place it appears.
